Project Overview:
The past 20 years have seen huge development in the Docklands area with the population more than doubling, as it has become both a major business centre and popular place to live.

Historically, transport connections to the area were poor, but this was addressed with the construction of the Docklands Light Railway (DLR). In relative terms its development was remarkably inexpensive with its first phase costing only £77million achieved by reusing disused railway infrastructure and derelict land for much of its length.

Later development has seen the extension of the service to Beckton, Lewisham, London City Airport, North Woolwich and Stratford.

Current development proposals include a seven-hectare site in the north-eastern corner of the Isle of Dogs known as Wood Wharf which is to be transformed into a brand new urban quarter with new homes and retail & leisure facilities. Immediately to the east of the Canary Wharf development, it will include buildings of up to thirty-five stories with 325,000m²of office space and around 1,500 homes.

The transport infrastructure needs to develop to stay abreast of this growth. DLR has proposed to increase the capacity across their network by expanding operation from 2 to 3-car train services. Anything but simple, as the proposal required a number of existing structures to be strengthened to accommodate the additional loadings of 3-car trains along with the extension or alteration of platforms at a total of 24 stations. Finally the project would require the grade separation of 2 junctions at Canary Wharf and Canning Town.

In the first instance, DLR applied for 3 Transport and Works Act Orders (TWO) to authorise required works and to facilitate the acquisition of additional lands to accommodate the extended platforms and grade separated junctions.

Delivery:
Taylor Woodrow Construction needed a partner that had the experience and specific knowledge of the consents issues to put together a winning bid submission. We carried out detailed research and evaluation of the tender document along with other relevant information in the public domain that was relevant to the 3-Car project. This then enabled us to advise the client on the implications and risks therein.

Where it was necessary for permanent/temporary land takes or rights, we provided a comprehensive breakdown of the associated costs including statutory compensation, professional fees, non-domestic business rates and overrun costs, information that was then incorporated into the bid submission.

The close relationship built up during the tender process between Taylor Woodrow Construction and Schofield Lothian projected a level of knowledge and expertise that DLR felt confident would be applied throughout the project lifecycle.

After submission of the winning bid, Schofield Lothian continued to support Taylor Woodrow Construction via a professional service based upon a lump sum, price fixed for the duration of the contract. This contract addresses their needs under the Main Contract and discharges their responsibilities to a professional partner. The service includes Land Use, Consents, Third Party Agreements, CPO, Town Planning, Stakeholder Management and Community Relations. Our Service Delivery Manager is a part of the senior management team on this project.

Additionally, we are providing Commercial and Project Management resources to supplement Taylor Woodrow Construction’s own resources when and where required.
